HEE has used the Intrepid system for approximately 20 years.
Each Local office (13 of them grouped into 4 regions), used Intrepid individually - so built up separate databases.
It is a product created and developed by the company HiCom.
Over the years, the codebase underpinning Intrepid has become less and less flexible, as the developers at HiCom that originally built the product have moved on.
As well as the core Intrepid system, HiCom developed several add-ons / plug-ins.
These are known as modules and cover things like Placement Management, Leave Management, Case Management (CPPS) and Course Management (CBMS)
HiCom charge for this product. And they charge a lot!
Total cost of ownership per year for HEE was in the region of £1.6m.
The TIS programme was put together to develop an in-house team within HEE to build a replacement for Intrepid. Additionally, to give HEE the capability to replace the modules, as well as provide the ability to continue to develop the product along the lines that our stakeholders and customers desire.
