Summary
There is good business value across TIS that would be unlocked by explicitly linking programme memberships and placements.
There are no particular blockers to doing this; it was not done in the past because the linkage did not exist in the legacy system from which the data was migrated.
Rules to link programme memberships and placements using the data held in TIS can be defined, but these will need to be fine-tuned. We will need to decide how to handle mis-matched / unmatched placements, and general data inconsistencies.
Implementation plan
First phase:
Formalise (and iterate) automated linking and delinking rules.
Develop data structures to hold linkage.
Populate automated linkages.
Develop reporting to assess linkage quality.
Second phase:
Surface linkages to users.
Allow manual editing.
Third phase:
Use linkage for improving data consistency, e.g. automatically adjust e.g. programme membership end dates.
Placement planning.
Revalidation improvements.
