Summary

  • There is good business value across TIS that would be unlocked by explicitly linking programme memberships and placements.

  • There are no particular blockers to doing this; it was not done in the past because the linkage did not exist in the legacy system from which the data was migrated.

  • Rules to link programme memberships and placements using the data held in TIS can be defined, but these will need to be fine-tuned. We will need to decide how to handle mis-matched / unmatched placements, and general data inconsistencies.

Implementation plan

  • First phase:

    • Formalise (and iterate) automated linking and delinking rules.

    • Develop data structures to hold linkage.

    • Populate automated linkages.

    • Develop reporting to assess linkage quality.

  • Second phase:

    • Surface linkages to users.

    • Allow manual editing.

  • Third phase:

    • Use linkage for improving data consistency, e.g. automatically adjust e.g. programme membership end dates.

    • Placement planning.

    • Revalidation improvements.
