TIS Admin UI - UX Enhancement - Menu: Drop downs, mega-menus and lists/groups

The current menu needs to be changes to use the single drop down style (bootstrap has been suggested as having this functionality) for all dropdown lists apart from Admin as this requires a mega menu for the amount of content.
