TIS/ESR

Encoding of files being read into the system are now processed in the ISO-8850-1 character set , rather than the system default. This allows previously unreadable symbols such as ¿ to match the ESR updated specifications and reducing the need for ESR and Tis Dev staff to manually alter files.
