TIS Self Service - New Starter Process
This page captures the various notifications sent out to Resident Doctors via the TIS Self-service app as part of the New Starter process.
Notifications
General conditions that will mean an email is not sent, applying to all notifications:
Missing / invalid email address
Multiple / no TSS user account (a multiple account means more than one Cognito account exist for a given TIS ID, which should only happen with our commonly-used test TIS records, e.g. ID 47165)
Messaging is disabled and trainee is not whitelisted
Trainee has a dummy role
Trainee is not in the 2024 pilot or the pilot rollout. The roll-out is a superset of the pilot, and is defined as follows:
For a programme membership:
not of type VISITOR or LAT
has a start date, and this is after 31 Jan 2025 (Thames Valley) or 31 Oct 2024 (other LOs). Programme memberships with start dates before these points in time may fall into the 2024 pilot which had more complex rules (see https://hee-tis.atlassian.net/browse/TIS21-5833 )
managing deanery is not North East
For a placement:
grade is not DCT1, DCT2, DCT3, DFT, F1 or F2
start date after 31 Oct 2024 (short-circuiting the more complex assessment below)
start date is on or after the 1st of month of a rollout programme membership start date and on or before the programme membership end date, where the trainee’s rollout programme memberships are defined as above but WITHOUT the programme membership type criterion (I am not clear why this is, but that’s what the code states).

Please take some time to read this email in its entirety. It contains vital information to help you start the onboarding process for your training programme, and there are some actions that you will need to do straight away. Please note:
Timeline Over the next couple of months, you will receive a series of automated messages from NHS England via TSS (TIS Self-Service) and email communications from colleagues within your local office with some vital pieces of information. Placement Confirmation At 12 weeks prior to your commencement in post, you will receive a placement notification from us. Please note this does not constitute an offer of employment but is a confirmation of the placement you will be due to undertake and mirrors the information that has been provided to your employing organisation. At this point, your employing organisation will follow the NHS Employment Check Standards. National Training Number (NTN) Subject to you completing all actions on TIS Self-Service, on the first day of your programme (01 August 2024), you will receive your National Training Number (NTN). It is also vitally important you connect to your Postgraduate Dean for Revalidation and ensure you are connected to the correct Deanery as your Designated Body on GMC Online. Please do not do this before 01 August 2024. It is essential you do not connect to your trust or employing body. The notice containing your NTN will explain how to do this. Pre-employment checks and processes Both NHS England and your employing organisation understand that you will be busy in this transition period to the start of your upcoming training programme, but we wish to emphasise the importance of engaging with all organisations with the onboarding process. Your employing organisation will be contacting you about pre-employment checks from 12 weeks prior to starting. It is essential you avoid delaying these processes so as not to cause any disruption to your employment or training programme. The Medical Staffing teams will be processing a large number of new starters to their organisation and so any delay may impact their ability to add you to their employment systems, such as payroll. Please ensure you contact your employing organisation if you have not heard anything by 8 weeks prior to your start date. Your employing organisation's details will be contained in the placement confirmation email that you will receive 12 weeks before starting. This timescale is in line with the Code of Practice agreed in conjunction with the BMA and NHS Employers. Their pre-employment checks will include:

Please be aware that when your Grade, Whole Time Equivalent (WTE) or Post Number changes, on TIS, a new placement will be created reflecting these changes. If there are any errors in the placement data, please contact your NHS England local office. Please note your salary may be impacted if this information is incorrect. Further details on the specialist area of your placement will be confirmed by your employing organisation. This is because we are only able to confirm details that relate specifically to your college recognised curriculum. SubjectPlacement Confirmation Does Not Constitute An Offer Of Employment ContentFor your placement starting 08 August 2024 at Undefined (UND) in Clinical pharmacology and therapeutics, please see the below information. Your employment contract, pay details and rota will all be issued by your employer. Please note that NHS England is not your employer and cannot advise on HR related matters. Further information about your employment terms and conditions can be found on the NHS Employers' website. Training placements may be subject to change due to educational needs and service requirements. Your offer of appointment is subject to satisfactory pre‐employment checks. It is essential that Occupational Health screening, Disclosure and Barring Service (DBS) and other pre-employment checks take place prior to your arrival. Even if you are in an NHS trust currently, if you are moving employer, you will still need to complete your pre-employment checks before you move to your next placement. Failure to complete pre-employment checks in a timely manner can cause delays to your pay, training, I.T and facilities access which will impact your training experience. Your Trust will follow the NHS Employment Check Standards. Their checks will include:
The notification to trusts and doctors in training at 12 weeks is in line with the code of practice (CoP) agreed in conjunction with the BMA and NHS Employers. In some cases, such as when there is delayed allocation to a post due to unexpected circumstances, the trust will work to a shortened timeline. Under the CoP agreement, you are responsible for providing information when requested, keeping your employer fully informed of any changes to your contact details and start date. Failure to do so may impact on your pay or terms and conditions and your ability to take up your training post. Please note changes to placements now finalised will only be agreed in very exceptional circumstances. If your Trust has not been in touch with you by eight weeks prior to your start date, please ensure that you contact them directly. You can find a list of NHS Employers here. Connecting yourself to your Responsible Officer (RO) Please note it is your responsibility to ensure you connect to your Responsible Officer (Paul Sadler) and Designated body (NHSE Education Thames Valley) via your GMC Online account on the day you start your new Training programme. Please go to your GMC Online sign in page and log in using your GMC reference number. Once you have logged in go to ‘My Revalidation’ click ‘Add Designated Body’ and enter NHSE Education Thames Valley as your designated body. Please ensure you are connecting to the Postgraduate Dean responsible for the programme you are training in and not your employer. Please connect to your RO within 7 calendar days of commencing in your current training programme.
